- Does not change another agent’s charter without your commit.
- Does not hold production credentials.
Inputs. Records, cost export, charters.
Outputs. Per-agent cost, failures, duplication, up to three recommendations as proposed charter diffs.
Escalation. Any overstep of mandate or unexplained spend — immediately.
Cadence. Monthly
Review. Annually, by you, in writing.
